Make an Impact by

 

  • The role is accountable for the architecture, design, delivery, integration, testing & support of Singtel’s portfolio of OSS Resource Inventory applications. These applications initially include but are not limited to the following mission critical applications; NGNIS, AWIS+ & GISv2. There will also be some other minor applications included within this portfolio.
  • This role is accountable for taking marketing/business requirements and Architecture designs, and translate them into cost effective technical, functional, and operational design specifications (with cost and schedule associated) and work/negotiate with Vendor to deliver the solutions all the way through into post go-live.
  • Given the nature of the Technologies in this domain, this role plays a strategic function in enabling Singtel to materially reduce costs and improve service quality.  The candidate must ensure that the vendor delivers solutions that are flexible, extensible and meets functionality, operational and scalability requirements.
  • The candidate must be able to work in a large, complex and dynamic environment, have architecture skills and ability to drive delivery of small to complex business initiatives. The candidate will be working with a range of different third-party vendors and thus requires having influential and vendor management skills to drive positive outcomes.
  • The candidate is required to achieve outcome to meet department KPIs including costs, delivery, strategies and operational targets.  In addition, he/she is expected to deliver at least 1 initiative that will contribute directly towards Singtel IT goals or strategies.
  • Leadership and Team Management
    • Candidate is expected to demonstrate strong leadership in leading a team of solution designers and analysts.  He/she will be required to steer the team towards the Singtel IT mission and the corporate goals of the Company. 
    • Expected to exhibit strategic mindset to contribute well to the Company in the areas of Delivery, Operations and Financials, the candidate must be able to foster a good engagement within the team members reporting to him/her.
    • In addition, the candidate is required to take lead in key projects with excellent collaboration with the peers across various departments.  He/she will need to be proactive and take strong accountability to ensure success in the team that he/she leads.
  • Stakeholder Management
    • The candidate must be able to present and influence business stakeholders and vendors.
    • A high level of focus is placed upon providing outstanding Customer Experience as well as building trust and working relationships across the entire SingTel Group IT organization.
  • Delivery
    • Accountable for development and execution of a coherent and aligned OSS Resource Inventory delivery strategy, to achieve the in-year objectives.
    • Ensure that projects undertaken consistently meet all aspects of quality, time and cost.
    • Ensure program/project delivery in accordance with Singtel IT strategic standards. 
    • Accountable for quality, on-time and customer satisfaction
  • Consulting 
    • Uses professional knowledge, experience and technical expertise to respond to questions and facilitate problem solving.
    • Generally advises, influences and guides customers and business partners over whom there is no direct authority
  • Strategic Sourcing
    • Retain IP in heavy outsourced environment.
    • Develop various sourcing strategies to get the most cost effective outcome from vendors
  • Architecture 
    • Ensure architectural standards, guidelines, policies and best practices for technology and applications.
    • Relationship Management
    • Strategic vendor management, business, IT and provider alignment.
    • Maintains and forms alliances with recognized experts and with decision makers.

 

Skills for Success 

 

  • Tertiary education with Degree in Computer Science, IT, software, or computer engineering fields or equivalent.
  • Minimum 10 years of relevant IT experience, preferably with Telco experience
  • Experience in team management of more than 5 members at a time
  • Experience in communicating and influencing at senior management
  • Experience in managing multiple business stakeholders and vendors
  • Strong understanding of architectural principles and industry standards
  • Experience in delivery in a complex and high pressure environment
  • Strong customer focus with a commitment to delivery of quality services
  • Strong vendor management experience with successful track record of driving to an outcome
  • Knowledge of telecommunication systems, technical and engineering concepts as well as business operations and processes.
  • Ability to keep abreast of the new technologies with a view of implementing them to increase productivity and efficiency of the organization.
  • Demonstrable background in the design, implementation, measurement and tracking of operational key performance indicators
  • Detailed understanding of the end-to-end software life cycle, operational and support procedures and processes
  • Proven track record of conceptual / strategic thinking ability
  • Possess excellent communication, collaboration, presenting and influencing skills, particularly in liaison with internal & external service providers and senior leadership
  • Display leadership in action – self directed and motivated; able to influence team to achieve project milestones
