Key Responsibilities:

  • Oversee external service providers to ensure a consistent level of service standard, including carrying out periodic audits to maintain a low fault rate and high performance standards.
  • Conduct audit on buildings, exchanges & stations to enhance WSH awareness and periodic assets/facilities audit to identify areas for equipment/system improvements, cyclical replacement of aging / end-of-life equipment.
  • Ensure awareness and compliance on Work Flow Procedure, Method Statement and Risk Assessment prior to job execution.
  • Tighten access control to premises within buildings/exchanges/stations.
  • Manage depreciation, utilities, and internal charges of Building, Exchanges and Stations. Keep within approved CAPEX/OPEX budget and cash flow schedule.
  • Ensure timely renewal / award of all Term Contracts (TCs) in accordance to the committed procurement timeline.
  • Review the sourcing of service term contracts and CAPEX contracts, to identify opportunities to reduce the total number of tenders called.
  • Call tender & commission new Infra and Facilities systems (eg : UPS/DC power plants) to support network infra including Broadband & transmission network.
  • Enforce stricter supervision and surveillance functions for Facilities Managers and Managing Agents on all activities within the buildings/exchanges/stations to ensure compliance to established guidelines/ procedure and to avoid Facilities Risk Review violation.
  • Establish guidelines on replacement & consolidation of cooling system. Ensure compliance with the power and cooling efficiencies required of current data centre.
  • Oversee the energy audit, conservation, and management process and develop a viable plan for implementation of energy conservation measures as part of the cost transformation initiatives undertaken by SingTel.
  • Oversee the energy procurement process and develop a cost-effective plan to optimize energy consumption.
  • Drive SingTel’s ESG & Green initiatives, plan and manage renewable energy projects and co-ordinate CSR reporting (water consumption, electricity consumption, waste, CSR projects, fuel & diesel consumption, chiller refrigerant, etc.) and carbon disclosure.
  • Keep Facilities in the forefront of new technology and products in the building industry.

 

Requirements:

  • A good degree in either Estate Management, Mechanical or Electrical Engineering.
  • At least 10 years’ experience leading a team of M&E managers and specialists.
  • Candidate should have at least 10 years of experience in: 
    • air-conditioning and mechanical ventilation systems
    • electrical systems
    • standby generators
    • fire protection systems
    • plumbing and sanitary systems
    • security systems
    • lifts, hoist, and escalators
    • other building services
  • Good knowledge of M&E systems.
  • Good knowledge of Security apparatus, surveillance systems.
  • Knowledge on data communications and network management systems is preferred but not essential.
  • Experienced in conducting ISO 9001 and OHSAS 18001 audits.
  • Experienced and certified in Fire Safety Management.
  • Possess excellent communication skills, project management skills and have a proactive and positive attitude in order to be effective on the job.
  • Good interpersonal & negotiation skills as job requires extensive cross functional/divisional dealings.
  • Must have enthusiasm and the energy to continuously look for new initiatives and ways to improve the operations’ efficiency and services to customers.
  • Experience and exposure in business process planning, budgeting and financial management is advantageous.
  • Well versed with current building services statutory, regulatory and workplace safety & health (WSH) requirements. Those with Workplace Safety & Health-related certifications preferred.
