The Associate Director, IT Business Partner, Project Portfolio Management, is the strategic interface between IT and the business and is responsible for enabling the business by delivering on a portfolio of projects by effective use of technology and optimal alignment between the business needs and priorities of the delivery teams.  As such, this role is responsible for the successful delivery of initiatives underpinning the short and long term success of Singtel, including significant revenue and margin growth targets. This includes being responsible for the E2E delivery of IT Systems and Services for their assigned project portfolio.

 

Delivery Management

The successful applicant will manage a team of IT Project Managers and be responsible for driving and operationalizing programs on-time, on-budget and delivering optimum customer experience in an extremely dynamic environment. The candidate must have experience in operating within a world of rapid & constant change, and be experienced in delivering products driven by customer user-stories and multiple product iterations. 

The typical program or project team will comprise business stakeholders (sponsor, owners, Business PM), technical architects, offshore developers, offshore testers and multiple vendors. Significant & broad people matrix management, program delivery, technical skills and business acumen is required.

 

Financial Management

The role is tasked with meeting both key program delivery milestones along with financial and customer-centric KPIs. Strong financial and commercial management skills are required to ensure financial budgets are managed effectively and program delivers to sponsor’s expectations. The incumbent will be responsible for management of around S$1 million in OPEX and capital expenditure in excess of S$10 million

 

Stakeholder Management

The role requires extensive engagement with Singtel senior management. The candidate will be required to exhibit evidence of directly influencing and managing the program business ‘outcome’ rather than purely managing the program ‘process’. Strong negotiation and influencing skills is mandatory. The incumbent will have demonstrated proven people management experience and skill to lead, motivate and develop teams of industry professionals to solve culturally diverse technical and business issues.

 

Contract Management

A significant component of this role requires working with internal employees, contractors and third party vendors to deliver quality outcomes for the business.  Contract negotiations and managing contracts (fixed price and T&M based) is a vital skill to succeed in this role.

 

People Management

The position requires very strong people management skills and an ability to work across various Group Technology domains, building strong relationships with peers across the business and IT. This role also requires a very strong ability to orchestrate outsourced delivery, given a significant component of Group’s application portfolio is presently outsourced.

 

Requirements: 

  • Tertiary qualification in IT or equivalent experience
  • 10+ years of experience managing medium to large-scale projects/portfolios
  • 5+ years of experience in managing technically complex, diverse delivery teams within similar organizations
  • Extensive experience  managing senior stakeholders
  • Experience in managing Capex of over S$10M
  • In depth knowledge of full software delivery life cycle & challenges involved
  • Well versed with various project management methodologies and frameworks
  • Contract negotiation and management skills
  • Advanced experience with Microsoft Office Excel, Powerpoint, Word, Visio and MS Project  & tools supporting agile project delivery
  • Excellent communications and  stakeholder skills
  • Natural problem solving inclination
  • Proven ability to work with people from different cultures and backgrounds
  • Ability to facilitate idea generation

 

Good to have:

  • Extensive, large scale IT Project Management, Business Program Management and/or Product Development experience
  • Telecommunications industry experience
  • Managing C-level stakeholder relationships
  • Experience in managing diverse teams in a matrix team setup
  • Experience in managing Opex of over S$1M
  • Exposure to enterprise architecture & design
  • Aware of current and emerging technologies and appropriate usage areas for these technologies
