To support that journey, we are searching for top talent and have an exciting opportunity for a Associate Director, Mobile Virtual Network Enablement to strengthen our team.

 

The Director, MVNE drives the vision for the development and implementation of IT systems and processes supporting Singtel’s ambition to offer a Digital Telco model for Wholesale Services, Roaming Services and other future opportunities. He/She holds a leadership role and translates business strategy into technology strategy by taking responsibility for the overall vendor strategy, design, software engineering development strategy, implementation, integration, technical thought leadership and line management of the team.

 

This role is a strategic and operational role, responsible for both the development of new services and the ongoing operations of Mobile Virtual Network services.  The Director, MVNE is responsible for delivery of new services and maintaining uptime of the service 24/7 for all Mobile Virtual Network Operators (MVNO’s).

 

The MVNE systems are responsible for all BSS/OSS functions for virtual network operators, including customer/subscriber management, operator management, order management, service provisioning, real-time rating/charging/billing and inventory management.  MVNE offers services to a large and growing number of MVNO’s and Managed Roaming partners.  The upcoming Managed Roaming As A Service (MRaaS) will deliver significant new capabilities including data analytics, campaign management, rewards and more, requiring a deep knowledge of the entire Telco application and business landscape.

  • Translate business strategy into technology strategy
  • Support the growing International Digital Services business and their growth strategy offering Digital Telco MVNO services, including Wholesale Services, Managed Roaming and future business opportunities.
  • Act as a bridge between the business and the technical/platform teams, communicating business needs and further translating those needs into business requirements for the teams to design and implement.
  • Work closely with product and service vendors and Mobile Virtual Network Operators to ensure the stable running of services, development of new capabilities to drive revenue, onboarding of new partners, monitoring of vendor performance and driving process improvements.
  • Deep understanding of the full BSS/OSS stack including real-time rating (OCS/CHF, PCRF/PCF, and related Diameter protocol)
  • Play an active role in the design of IT and Network services, including adherence to all necessary security and regulatory requirements
  • Work closely with IT, Infosec, Cybersec and Network teams to ensure successful integration, compliance to Singtel IT and Network standards and successful provisioning and deprovisioning of network services
  • Lead by example.  Possess and demonstrate high degree of exposure, collaboration, visibility and influence with all senior stakeholders. 
  • Manage a delivery squad and establish business agility through Agile and hybrid software development principles and project management methodologies for both in-house and vendor managed systems
  • Possess vendor management skillset in order to deliver and operate a system provided by a vendor including commercial negotiations
  • Build strategy, guidelines and take actions to improve software development, system implementation, delivery and operations with world-class quality outcomes
  • Continuously improve self and teams to keep the pace with new technology, techniques and methodologies of the market
  • Hire, lead, mentor and grow a hybrid team of operations, solution design and engineering expertise that possesses business relevancy across Singtel & vendors, both offshore & onshore.

 

Skills to succeed

  • Degree in Information Technology/Computer Science or related field
  • 15+ overall experience with 7+ experience in a management position
  • Prior experience of managing regionally distributed teams and supporting large scale Core Telco BSS/OSS (CRM, Catalog, OMS, SOM, Inventory, Billing/Rating/Charging, Policy Control, etc.) 
  • Proven track record of acting as a leader of change.
  • Experience of managing or leading large size hybrid team and large vendor conracts across geographies
  • Experience managing internal and external stakeholders and partners
  • Ability to guide and review business stakeholders
  • Strategic thinker who is creative in the design of technology strategy and who has a track record of building scalable and operationally sound Core Telco systems and growing operations teams
  • Deep understanding of Core Telco space with demonstrated success in defining and leading end to end digital telco implementations starting from concept, ideation, design, implementation, delivery to value realization for the business.
  • Knowledge/Experience in MVNE, Wholesale or Managed Roaming business
  • Expert commercial understanding, analytical, judgment and decision-making skills, along with problem-solving/conflict management skills and ability to filter and prioritize information.
  • Precise, clear and assertive communicator with strong negotiation skills with ability to liaise with stakeholders across the business and partners to facilitate delivery in an agile methodology.
  •  Exceptional leadership skills. Ability to collaborate effectively and work closely with various functions internally and externally. Ability to manage both direct reports and virtual teams to deliver the end results.
