Responsibilities:

  • Renewal of service contracts for the department according to Singtel procurement process.
  • Prepare all tender and contract documents and technical specifications to ensure that operational and contractual requirements are met and that Singtel financial guidelines are complied with.
  • Preparation of Sourcing of Bids for the calling of quotations / tenders and facilitate the quotation / tender evaluation and adjudication process including the preparation of quotation / tender adjudication approval papers.
  • Preparation of Wavier of Competition approval for the engagement of specialist contractors / suppliers including the preparation of WOC approval paper.
  • Briefing of tender to potential vendors, including logistic arrangement and attendance. 
  • Prepare letters of award, compile contract documentations upon approval.
  • Ensure that term contracts are renewed at least 6 to 8 month before contract expiry or before the exhaustion of fund for the contract, whichever comes first and awarded the contract at least 1 month before the expiry of the contract. 
  • Collation and dissemination of term contractor assessments.
  • Liaison with internal and external stakeholders within the company to complete the above works. 
  • Updating of master list in excel or any other formats.
  • Monitor the status of security deposits and where required, seek the necessary approval to refund such deposits upon expiry of contract. 
  • Filling and archival of both hardcopy and softcopies
  • Collation of information and accurate keying in of annual budget between September to January for the department. 
  • Analyzing and reporting of the contract and department’s expenses.
  • Perform any other duties and tasks as and when assigned.

    
The Ideal Candidate should have/be:

  • Candidate should have at least a diploma in quantity survey or equivalent.
  • At least 3 years’ working experience in the related fields of contract management in procurement or facilities management.
  • Understanding of financial terms and budgeting.
  • Team player with willingness to learn and take on challenges. 
  • Strong verbal and written communication skills.
  • Strong in managing own works and following up with issues.
  • Meticulous and systematic in organizing own work process.
  • Ability to communicate across different level of personnel - Strong influencing, collaboration, sourcing project management and negotiation skills.
  • Familiar with Microsoft suite of services.
  • Familiar with constructing presentations, organisation communications, and business cases
  • Knowledge of using e-sourcing tools like Ariba, SAP, etc will be an added advantage.
