The Associate Engineer (Planning) is to support the planning and delivery of infrastructure diversion works for existing Singtel outside plant (OSP) assets impacted by private and government development projects. This role covers end-to-end planning, stakeholder coordination, site surveys, cost estimation/quotation, documentation, and project tracking to ensure timely implementation and handover.

 

Make an Impact by:

  • Plan diversion of existing Singtel OSP infrastructure affected by third-party projects initiated by government agencies and developers (e.g., road widening, MRT construction, sewerage/drainage works, redevelopment/demolition for BTO and private buildings).
  • Develop diversion plans including replacement of underground pipelines and cables (fiber and copper) based on diversion requests and site constraints.
  • Engaging the Developer/Building owner/Consultant/Maincon for discussion of the proposed diversion.
  • Conduct site surveys with customers/consultants to assess affected infrastructure and proposed diversion routes.
  • Evaluate feasibility and identify risks related to: (a) Pipeline diversion planning and cable proposals and (b) Site implementation challenges and constructability
  • Work with operations, contractors, engineering consultants, developers, and relevant authorities/service departments to resolve survey and implementation issues.
  • Engage developers/building owners/consultants to discuss and align on diversion proposals, requirements, timelines, and site constraints.
  • Coordinate internally with Operations/Contractors to ensure plans are released accurately and works are executed according to schedule.
  • Provide regular updates to customers and stakeholders on project status and timelines.
  • Prepare monthly reporting (e.g., OPE Dashboard) covering quotation issued, payments received and diversion work status and progress
  • Manage customer enquiries relating to diversion scope, schedule, progress, billing, and handover status.
  • Coordinate GIS system requirements based on users’ needs.
  • Perform any other duties as assigned by the Reporting Manager.

 

Skills For Success:

  • Diploma in Electronics Engineering/Telecommunications or in relevant field engineering background. Example Civil Engineering, Mechanical Engineering

  • Preferably with 1- or 2-years working experience and holding Class 3 driving license.

  • Able to work during non-office hours to support network incidents and restoration.

  • Good working knowledge of PC applications such as MS Word, Excel, PowerPoint.

  • Good communication skills, especially drafting of an email, keen to learn and a team player.

  • A good mix of technical knowledge, communication abilities, and flexibility in work hours. 

  • Administrative experience in budgeting, reporting, and customer support is also an added advantage
