The Associate Programme Director is responsible for leading and driving the pre-sales and sales engagement for specific identified key opportunities. This includes overseeing the solution design, optimising the solution to meet the client’s requirements based on his/her insights of the client’s environment and policy requirements and ensuring that NCS brings forth a compelling value proposition to the client. Such key opportunities usually involve the different Lines of Business internally and multiple government agencies externally. He/she will need to partner with the Lines of Business (LOBs) closely and understand the business strategies involved in solutioning.


Where appropriate, he/she could also build on the existing specific identified key opportunities and his/her own deep domain and market expertise to ideate and develop new opportunities pipeline, in order to further drive sustainable long-term revenue growth. He/she should have an in-depth understanding of the competition in the market and capitalise on industry insights to build trusted business relationships with the client.


Beyond pre-sales and sales engagement, the Associate Programme Director is also responsible for the delivery and implementation of the project after the project is won. This entails partnering with the LOBs and external 3rd party vendors in managing project financials, timelines, and communication governance with internal and external stakeholders.


Reporting to the ITO Programme Client Delivery Lead, the Associate Programme Director also collaborates closely with the Sales Lead and Client Delivery Lead within the CSU, as well as the various management level across the LOBs.


Key Responsibilities:


Pre-Sales engagement

  • Lead the solution design with the solution managers and architects from the various LOBs, to produce a complete end-to-end design, optimised to meet the client’s requirements, and their governance policies, as well as cost effective for NCS to deliver in an optimal timeline
  • Ensure that the solution design is compliant to the Authority’s policies
  • Bring forth insights of the current pain points, and solutions to address the client’s pain points, eg. Through business process optimisation, or leveraging on technology to drive digital transformation within the organisation


Project Delivery

  • Review the project lifecycle (initiate, plan, execute and complete)
  • Review project schedules, quality plans, budgets, and communication and risk management plans
  • Manage issues arising out of scope definition and subsequent disputes that impacted scope, schedule and cost
  • Manage issues arising from integration of various components of the project including hardware, software installation, testing, business process review, redesign, application development, migration and data conversion etc.
  • Oversee the implementation of the project with regard to schedules, budget, manpower and quality
  • Resolve project overrun issues with Senior Management
  • Monitor and report on project management progress
  • Manage resources in terms of mobilising resources during different periods of time from team to team to maximise productivity or minimise wastage


Customer/Vendor Management

  • Manage contracts and subcontractors
  • Effectively engaged stakeholders in project decisions and execution
  • Build long-term customer relationships by anticipating and exceeding customer’s expectation
  • Negotiate with customers on change control mechanism to meet schedules and prioritize changes based on business needs


Team Management

  • Provide leadership to the project team to ensure that proposals/ enhancements are fully analysed and evaluated for benefits and costs
  • Provide the project team with accurate information about business needs and priorities as well as details about business systems
  • Participate in leadership activities and providing performance feedback and developmental coaching
  • Monitor and improve team performance, conduct team building, providing leadership, coaching, and performance management


The Ideal Candidate Should Have:

 Education and Qualifications

  • Experience in System and Software Development Life Cycle
  • Preferably PMP or System Engineering certified, or equivalent.


Work Experience

  • More than 10 years IT/ICT project management experience
  • Experience managing multiple projects in a coordinated and interrelated way will be advantageous
  • Experience managing mega projects will be advantageous
