Job Summary:

 

The Procurement Sourcing Specialist is primarily responsible for performing sourcing governance and due diligence review of low value sourcing projects to validate compliance against Singtel’s Group Procurement Policy and Procurement authorization limits.

 

To apply standard practices and processes in supporting one-off spot buying for goods or services in direct support of internal user.   For simple to moderate requirements, the person in this role will take the lead in providing fulfilment services for niche and/or client specific needs (i.e., local sourcing, supplier diversity, etc.).  Included in the process are clarification and definition of end-user requirements formal bidding, supplier selection, contract negotiations and supplier management (tactical). The resource(s) in this role ensures the Company mitigates risk, operates in a cost-effective manner, delivers bottom line savings/cost avoidance for the firm, all while following standard firm approved processes and practices.  This resource also provides sourcing support services to Strategic Sourcing/Category Managers.

 

A working understanding of global sourcing and procurement operations/business challenges and the ability to translate them into solutions is crucial.  Knowledge and experience in sourcing for indirect and IT commodities will be an advantage.

 

Jobscope : 

  • Validate sourcing requests to:
  • ensure compliance against Singtel’s Group Procurement Policy requirements and Procurement authorization limits
  • ascertain that an appropriate level of competition has been achieve in the sourcing projects conducted by business stakeholders
  • Assess if there is opportunity for further cost reductions in sourcing projects. Negotiations may be undertaken directly by the Sourcing Specialist, or in certain circumstances by business stakeholders with guidance from the Sourcing Specialist.
  • Guide business users on procurement policy and practices.
  • Review and analysis of user requirements.  Determine best procurement strategy to meet the needs of the requirements based on defined practices/procedures
  • Identify and source potential suppliers based on the requirements provided by the Company.
  • Maintain productive working relationships with key users
  • Liaise with Strategic Sourcing/Category Managers to ensure alignment with broader strategy, inclusive of establishing supplier agreements with suppliers meeting client requirements.
  • Report cost savings using established cost savings methodologies.
  • Follow client corporate policy on the use of master agreements and approval guidelines.
  • Complete reporting tasks to monitor supplier performance, aligning to overall supplier management framework for the category.  This includes monitoring and managing supplier deliverables against agreed SOW / milestones and work with end-users to take appropriate action in the event of delay / non-delivery.
  • Provide guidance on drafting statements of work (SOW) which adequately addresses user requirements and expectations of supplier.
  • Participate in continuous improvement projects  
  • Report cost savings using established cost savings methodologies.
  • Product monthly portfolio reporting for client category managers

 

The Ideal Candidate should possess the following: 

  • Degree with at least 4 years of relevant work experience in a sourcing role.
  • Strong understanding of source to pay process.
  • Strong influencing, collaboration and negotiation skills.
  • Ability to plan and prioritize work independently.
  • Strong customer facing and relationship building experience.
  • Working knowledge of contractual terms and conditions
  • Knowledge in the use of e-sourcing tools such as Ariba and systems such as SAP will be beneficial
