As part of this role, you will be working with people from cross-functional teams not just stakeholders from NCS business but also from Singtel Group level such as Group Governance Team to establish the NCSIT’s Data Governance & Protection team, as well as ensuring that NCS complies to the Singapore regulatory requirements pertaining to Data Governance and Protection.

 

You will be leading programs and initiatives to raise the data literacy across the Group and enhance the value of our data asset. You will have to design and establish data governance programs and initiatives to steer, drive the organization towards data driven, and enable innovations while preserving the confidentiality of data.

 

Main Responsibilities:

  • Setup and spearhead the NCS-IT Data Governance and Protection team, reporting to NCS CISO.
  • Work closely with Singtel Group Governance Team, and NCS Data Protection Office, NCS IT Cyber Security team to establish Data Governance in NCS. This role will require engagement with regional NCS entities/subsidiaries data owners & stewards in the alignment process of the group data governance strategy. The scope of responsibilities to be planned will include (but not limited to): a. Partner with senior management team, business leaders and technology department to develop and drive an enterprise-wide Data Governance strategy, operationalize the data management policies, procedures and standards
  • Be a strong liaison between Business and Technology to ensure that business data related controls are clearly defined, communicated and considered during project / initiatives’ planning and development.
  • Steer the Business and Corporate support functions to achieve their goals in a compliance, effective and efficient manner using data and technology.
  • Strategise to shift mindset and embed data obligations and accountabilities into everyone’s day to day activities, and to develop self-service data culture to improve overall business efficiency.
  • Design and lead the team to implement data governance programs and initiatives to ensure compliance with regulations, raise the value of data and enable data democratization.
  • Perform oversight on all data governance programs and initiatives to ensure alignment and effective implementation across the Group.
  • Lead the secretariat team to support Data Governance Committee and Data Governance Working Group.
  • Design and implement programs and initiatives to raise the overall data literacy and data control obligations across the Group to enable intelligent workforce.
  • Design, develop and maintain all data governance artefacts (e.g. framework, policies, standards and guidelines) to ensure relevancy and up-to-date to meet the organization’s strategic objectives and business needs.
  • As part of the leadership team, work with key stakeholders to proactively shape the organisation’s culture and conduct environment that is aligned to the organization’s Core Values.
  • Champion culture and conduct behavioral expectations within the Department/Division.
  • Takes accountability in considering business and regulatory compliance risks and takes appropriate steps to mitigate the risks.
  • Maintains awareness of industry trends on regulatory compliance, emerging threats and technologies in order to understand the risk and better safeguard the company
  • Highlights any potential concerns /risks and proactively shares best risk management practices

 

The ideal candidate should possess:

  • Degree in Computer Science, Information/Data Science, or related discipline, or equivalent work experience
  • Minimum 5 years of relevant & hands-on working experience in implementing & performing data governance, data management or compliance.
  • Good understanding of Singapore’s Data Protection and Governance Acts E.g. PDPA, DPTM
  • Knowledge on Data Governance tools and technologies, especially tools related to data quality, metadata management, business glossary and lineage e.g. MS Purview, Alation, etc 
  • Knowledge of data protection techniques such as PII data anonymization
  • Conduct, lead & participate in workshops, requirements gathering sessions, proposal preparation with appointed internal and external stakeholders to implement data management solutions (metadata management, reference data management, master data management, data lineage, data profiling and quality, business glossary)
  • Bridge the gap between business and technology to achieve safeguarding of sensitive data through business standards 
  • Manage implementation for various data governance pillars such as data quality standard setting, business glossary development and data governance tooling implementation
  • Develop and conduct data governance trainings and associated communication rollouts to stakeholders
