We are looking for a Corporate Procurement Manager who will be responsible for managing and coordinating the policy and process updates for the newly-introduced Supplier Lifecycle Management (SLP) platform in Group Corporate Procurement. The analyst should map out processes derived from introduction of the SLP platform, whilst providing suggestions on how existing processes can be improved.
What will your typical day look like?
Procurement Policy and Process related
- Spearheads the reviews by overall coordination with Procurement peer teams in NCS and Optus to identify areas to standardise policies, processes and practices consistent with the Group Procurement direction, which relates to source-to-pay, procure-to-pay processes, vendor management and due diligence requirements, contract management, vendor performance, ESG and management reporting.
- Review policy to spearhead policy changes, lead dialogues/provide presentation to obtain concurrence which includes: independently prepare proposed changes to be tabled for approval with the data analytics, market survey, consultation with peer corporate functions like Risk, Legal, Finance, etc., analyse and present the risk-impact, present to senior management members for the targeted outcome
- Develop communication and change management plans for solicitation of above to end users
- Review internal guidelines to ensure efficient, effective and well-controlled purchasing process which also marked to market practices and current day risks. For the policy and process change rollout, work closely with those affected corporate function/s for streamlined implementation
- Collaborate with internal stakeholders on the roll-out and implementation of new Procurement transformation initiatives and process changes
- Develop and maintain Group level Procurement business process procedures and documentation
- Manage peer teams to ensure changes are effectively rolled out in the affected procurement systems and processes
Regular support
- First point of contact for handling enquiries pertaining to interpretation of policy
- Ensure governance and control requirements and adherence practices within the frameworks of the corporate policies are met by BUs, Conduct periodic review like CSAs, to continuously identify gaps/opportunities for policy update and process streamline
- Develop and maintain policy and process documentation for both internal Procurement community and end-users
- Perform adhoc duties/project when required. Support Audit preparation and other related topics
- Support group wide procurement projects, including system implementation, document preparation and training
- Routine self-audits of internal operations
- Work with Finance as the overall coordinator for Corporate Procurement AOP and function’s spend management
Management of Helpdesk Team
- Manage the Procurement Helpdesk function, supervise team members to operate with optimal Procurement info and know-how for BAU operations, and uplift the function delivery through spearheading initiatives and improvements via Procurement Touchpoints
- Further individual coaching to hone direct reports’ procurement knowledge towards their potential next movement in other Procurement roles e.g. S4U, policy review and support
- Generate regular analysis on user enquiry for deep-dive
- Organise team individuals to deliver regular user communication and refresher sessions
- Responsible for overhaul and ongoing maintenance of Helpdesk channels and e-learning curriculum
Is this you?
- Degree in Business or Supply Chain
- Minimum 7 years of working experience in a Compliance/Procurement/governance function
- Have headed a change management program or project
- Have prior experience in process/policy coordination and review
- Able to demonstrate experience in using different procurement systems
- Proficient in Microsoft Office applications
- Proficient in Process flowchart related applications e.g. Visio
- Strong in driving transformation projects
- Has prior project management and change management experience
- Leadership skills, in negotiation and change management
- Familiar with project management tools to keep tabs of timeline
- Good written and verbal communication skills
