  • To accountable for the architecture, design, development and management of Core Systems software engineering (software development) of new applications and existing application platforms. This would include the new Digital Service Provider Platform to be co-build with a service delivery partner, new applications such as network inventory and number management platform, address & location, existing application platforms such as Credit, Appointment and others.
  • To ensure that all these platforms are built in accordance with Singtel Digital Core Platform standards and seamless integration with other platforms like API gateway, monitoring and logging, data lake, Integration platform with full CICD deployment pipeline and automation.
  • Responsible for the development and management of microservices platform application owners and developers with security by design as key principle.
  • Extensive technical knowledge in relevant technology for example what is required for microservices container platform, API concepts, TMF API standards, software engineering concepts and skillsets, and application development on cloud containers.
  • In addition, the role includes the responsibilities to establish our Software Engineering and operation resources in Singapore and at our Pune Delivery Centre – resource planning to grow our software engineering skillset, optimize cost to operate, training plan to upskill resources and ensure quality delivery.
  • Stakeholder Management
  • Able to present architecture, design and solution to various stakeholders such as Architecture Review Board, vendor partners and Executive Management (Director and VP level).
  • Provide weekly reporting on the progress of Pune Delivery Centre to VP and Directors
  • The position is responsible for leadership development in support of the business. A high level of focus is placed upon working together with various domain architects, solution designers and subject matter experts as well as business team to provide outstanding Customer Experience as well as building trust and working relationships across the entire Singtel Group IT organisation.
  • Fully accountable for the quality, on-time & customer satisfaction of delivery application/business requirement assigned.
  • Ensure delivery in accordance with Singtel/Optus IT’s strategic standards with essential quality in place via proper deliverables, review & acceptance testing.
  • Drive Singtel design principles and strategy
  • Work closely with different technical groups and SME’s to fulfil e2e solution objective
  • Work with vendors (local and offshore), negotiating solution costs and ensure quality over their deliverables with proper acceptance, review & processes
  • Ensure solutions meets all requirements including business functional requirements, IT operations requirements, audit and control requirements, etc.
  • Act as a technical product SME on MicroServices and Security with Business and Information Security
  • Understand architectural standards, guidelines, policies and best practice for technology, application and data within the domain
  • Resolve issues encountered by Pune Delivery Centre with Pune Management Lead on resources issues and skillset enablement



  • Tertiary education with Degree in Computer Science, IT, software or computer engineering fields or equivalent.
  • Minimum 15 years of relevant IT experience with 5 years of Telco experience
  • Strong experience on establishing and transforming monolithic application to microservices integration
  • A proven track record of success as a senior executive in a company of substance, ideally in the broad ICT industry sector, or related (but multiple and publicly listed) service industry sectors (eg financial services, payment and utilities)
  • Experience in communicating and influencing at senior management and executive level
  • Strong experience in managing multiple business stakeholders and vendors
  • Strong understanding of architectural principles and industry standards
  • Experience in delivery in a complex and high-pressure environment
  • Strong customer focus with a commitment to delivery of quality services
  • Strong vendor management experience with successful track record of driving to an outcome
  • Knowledge of telecommunication systems, technical and engineering concepts as well as business operations and processes.
  • Ability to keep abreast of the new technologies with a view of implementing them to increase productivity and efficiency of the organization.
  • Demonstrable background in the design, implementation, measurement and tracking of operational key performance indicators
  • Detailed understanding of the end-to-end software life cycle, operational and support procedures and processes
  • Proven track record of conceptual / strategic thinking ability
  • Certified TMForum member (preferred)
  • Technical knowledge on Amdocs CES suite (preferred)
  • Possess excellent communication, collaboration, presenting and influencing skills, particularly in liaison with internal & external service providers and senior leadership
  • Display leadership in action – self-directed and motivated; able to influence team to achieve project milestones
  • Substantial Opex and Capex management
  • Major contract negotiations skills
  • Possess the ability to exercise independent and effective judgment
  • Strong analytical skills, meticulous, energetic, innovative, able to work well in a team and under pressure
  • Good interpersonal skills, resourceful, take ownership, able to conceptualize, ability to motivate and build high performing team
