The Director of Regional Procurement Hub of Singtel Group Procurement will play a pivotal role in driving and executing strategic procurement initiatives across the organization. This position will lead a team that has a core function within Singtel Group Procurement, and requires a dynamic leader who can seamlessly navigate both internal and external stakeholder relationships while managing strategic and operational aspects of Procurement at regional level.

Key responsibilities include overseeing strategic procurement and transformational  initiatives, fostering strong partnerships with Procurement customers, and identifying collaboration opportunities across various functions within Singtel. Additionally, this role involves engaging with Bridge Alliance partners, Singtel Group entities, and associated stakeholders to ensure alignment and maximize strategic value.

The role demands high-level strategic thinking, excellent project management skills, and the ability to engage and influence senior leadership. The ideal candidate will have substantial experience in strategic procurement, strong stakeholder management capabilities, and a proven track record of working in a multi-cultural, fast-paced environment. This role is crucial in enhancing the credibility, brand value, and trust of Singtel with its customers and partners. It requires a forward-thinking individual who can adapt to changing priorities akin to a management consulting or transformation office setting.

  • Develop and implement procurement strategies that align with the company's long-term goals.
  • Lead and oversee the execution of strategic procurement initiatives within Singtel Group Procurement. He/She is involved in strategic projects across various procurement areas such as Networks, IT, Devices and other core functions, serving both internal stakeholders and external partners.
  • Build and maintain robust relationships with key stakeholders within Singtel Group and external partners. Act as the primary contact for procurement-related activities and collaboration opportunities.
  • Identify, evaluate, and negotiate with potential partners to establish mutually beneficial relationships.
  • Identify and explore opportunities for collaboration with internal Singtel teams, Bridge Alliance, and other relevant functions. Prepare and actively participate in strategic and operational meetings with senior management and executives from Singtel Group and external partners.
  • Facilitate communication between internal stakeholders and external partners to ensure alignment and smooth project execution.
  • Lead and maintain an overview of procurement engagements related to Singtel Group's customer portfolio. Map and track procurement activities, assess partnership performance, and identify areas for improvement with support from data analytics team.
  • Develop and implement performance management frameworks and reports to monitor and evaluate the effectiveness of procurement strategies and initiatives. Ensure alignment with organizational goals and identify areas for improvement.
  • Coordinate the setup of procurement operations and shared services across Singtel Group entities  developing team capabilities to deliver on service level agreements and operational performance. 
  • Drive and manage transformation initiatives within Singtel Group Procurement. Lead change management efforts including essential communication plans and execution, implement new processes and technologies, and ensure successful adoption across the organization.

 

Skills for Success

  • Bachelor’s Degree or above in Business Management or Finance
  • Minimum 10 years’ experience in leadership roles in scope of procurement, or leading teams in strategic projects and transformational initiatives  working for Multinational Companies within a complex business environment
  • At least 3 years in a strategic role
  • Strong grounding in strategic sourcing and procurement governance principles 
  • Capability to assess and recommend procurement improvement, cost savings initiatives and strategic vendor management.
  • Negotiation skills with vendors and ability to manage sensitive commercial negotiations. 
  • Ability to function pro-actively and independently at a senior company level and influencing business stakeholders.
  • Excellent interpersonal and influencing skills.
  • Analytical and strategic mindset
  • Excellent organisational skills, ability to prioritise and manage competing priorities, including suppliers
  • Results orientated with an attention to detail and accuracy
  • Must be a strong team player with good interpersonal skills
