Reporting to the Chief Information Officer, this is a senior IT Business Partner role who serves as a trusted advisor to the business on IT matters and acts as a strategic conduit by enabling the business to achieve its objectives through the effective use of technologies. The role has full accountability for designing, building, and running business applications.

 

IT-Business Alignment and Engagement
•    Gain a deep understanding of the business’s vision, strategies, goals, objectives, and priorities; and partner with the leadership team in business to articulate technology needs and requirements that will advance business performance.
•    Serve as the strategic interface between IT and business units for the purposes of business technology strategy development, solutions strategy and prioritization, and service management.
•    Effectively manage the flow of business demand into technology through involvement in discovery, ideation, and formulation of business needs and development of IT strategy.
•    Represent business’s interests in relevant IT activities, imparting knowledge, guiding/leading thinking and influencing/directing actions, decisions, and outcomes.
•    Communicate change management initiatives, including priorities, decisions, and project status to relevant key stakeholders from both business and IT.

 

IT Advocacy
•    Share knowledge of technology trends and opportunities in the market with business units to provide a competitive edge 
•    Inform and influence the key business stakeholders so that they understand, support, and adequately fund projects that are in concert with IT goals.
•    Represent Singtel IT in relevant business activities, imparting knowledge, guiding/leading thinking and influencing/directing actions, decisions, and outcomes.

 

IT Strategy Planning and Roadmap
•    Lead the assessment of project initiatives and provide the Business with ‘rough order of magnitude’ estimates.
•    Ensure that finalized requirements documentation and solution development for the business is in line with the IT Architect function.
•    Drive the demand and supply analysis and triage with IT and the business to establish the baseline project portfolio plan.
•    Engage IT domain teams to increase their understanding of the business’s strategy, plans, priorities, and needs and formulate recommendations on which technology will enable the business to achieve its goals.

 

Project/Enhancement Delivery (AGILE & Hybrid) & Run
•    Maintain oversight of the pipeline of projects and system enhancements and drive the resolution of demand versus supply and prioritization issues.
•    Accountable for governance and escalations of change project delivery including financials, scope, and vendors.
•    Responsible for the life cycle of Business Applications.
•    Manage escalations from the business and IT and drive resolution.
•    Maintain oversight of production systems performance and hold IT to account to ensure systems perform per service level agreements.

 

Leadership and People Management
•    Manage and direct the activities of direct and indirect (virtual team members) resources.
•    Define and regularly track the progress of team member(s) objectives and KPIs.
•    Grow and develop team and adapt management style to situational needs.
•    Lead and drive improvements in employee engagement and capability.
•    Ensure compliance with the company’s governance processes policies and procedures.

 

Financial Management
•    Define and manage the agreed divisional operational and capital budgets.
•    Partner with the business stakeholders to develop and manage the IT budget to deliver maximum business value within financial and operational constraints and provide cost transparency to the business.
•    Ensure that strategic and budgetary planning processes are in line with operating budgets; provide recommendations on desired policies and goals and implement new/revised programs according to established guidelines.

 

Requirements

•    Degree in Computer Science or Information Systems / Computer Engineering or related discipline. Good to have a Masters degree in a related field
•    More than 20 years of work experience in relevant areas. Advantage to have worked in a Telco space
•    More than 10 years of experience in a technical management role in application software design, development, and delivery
•    At least 10 years of experience presenting solutions, proposals, and options to Senior Management
•    Significant experience in an IT transformation environment, with demonstrated experience in leading change without direct line management control.
•    Experience in managing complex organizations of internal and external resources to deliver technical objectives
•    Experience managing multiple large programs as turnkey programs using third-party vendors
