Make an Impact:

1. Mobile Data Engineering Planning

  • Lead end-to-end planning for mobile data platforms across 4G and 5G environments, including mobile core, packet core, service assurance, probe, analytics, data feeds, and observability platforms.
  • Own the planning roadmap for 4G VNF and 5G CNF domains, ensuring scalability, resiliency, lifecycle readiness, capacity sufficiency, and alignment with business, technology, and operational priorities.
  • Provide domain expertise across 4G EPC, 5G Core, control plane, user plane, roaming, VoLTE, VoNR, IoT, 5G slicing, xDR, session tracing, performance analytics, and end-to-end service correlation.
  • Define architecture, capacity, interface, integration, monitoring, and performance requirements for new mobile data capabilities and platform enhancements.
  • Ensure engineering plans support business growth, customer experience, operational efficiency, automation, security, and cost optimization.

 

2. End-to-End Architecture and Technical Ownership

  • Lead end-to-end solution planning across mobile core, IP transport, data centre, cloud infrastructure, virtualization, container platforms, monitoring, orchestration, and operational support systems.
  • Ensure complete E2E setup readiness, including IP design, routing, firewall requirements, DNS, load balancing, connectivity, security zones, platform onboarding, operational access, monitoring, logging, backup, and disaster recovery considerations.
  • Provide technical leadership for cloud-native and virtualized environments, including 5G CNF and 4G VNF architecture, platform dependencies, lifecycle management, resource planning, software upgrades, and vendor roadmap alignment.
  • Drive readiness of environments for deployment, testing, integration, commissioning, production acceptance, and operational handover.
  • Serve as the technical planning authority for mobile data use cases that span network, IT, cloud, security, automation, analytics, and business teams.

 

3. DevOps, GitLab and Automation

  • Lead the adoption of DevOps practices for mobile data engineering, including GitLab-based source control, CI/CD pipelines, configuration management, change traceability, automated testing, and controlled deployment workflows.
  • Drive automation initiatives to improve delivery speed, configuration consistency, service assurance, operational efficiency, and incident response.
  • Promote infrastructure-as-code, pipeline-driven deployment, repeatable testing, automated validation, and standardized rollback practices where applicable.
  • Work with engineering, operations, vendors, and platform teams to industrialize automation for 4G VNF and 5G CNF deployment, upgrade, monitoring, and lifecycle activities.
  • Ensure DevOps and automation practices comply with security, governance, change management, and production control requirements.

 

4. LMP, Platform and Lifecycle Management

  • Provide planning and domain leadership for LMP-related capabilities, platform onboarding, lifecycle management, orchestration, inventory, performance, and operational readiness.
  • Manage technology lifecycle planning for mobile data platforms, including hardware, software, licences, capacity, support contracts, end-of-life, end-of-support, refresh, migration, and decommissioning.
  • Maintain forward-looking platform roadmaps aligned with business demand, vendor evolution, 5G standalone development, cloud-native transformation, and operational requirements.
  • Identify technical risks, obsolescence risks, security risks, capacity constraints, and cost pressures, and develop mitigation plans.

 

5. CAPEX, OPEX and P&L Accountability

  • Manage P&L accountability for assigned Mobile Data Engineering platforms, including CAPEX and OPEX planning, forecasting, tracking, optimisation, and reporting.
  • Develop business cases, investment papers, budget submissions, procurement justifications, cost models, and financial impact assessments for new platforms, capacity expansions, renewals, upgrades, and transformation initiatives.
  • Track and manage vendor costs, maintenance charges, software licences, cloud or infrastructure consumption, support services, professional services, hardware refresh, and project delivery costs.
  • Optimise total cost of ownership through platform consolidation, automation, capacity efficiency, vendor negotiation, lifecycle planning, and operational simplification.
  • Ensure spending aligns with approved budgets, business priorities, governance requirements, and measurable value delivery.

 

6. Business Use Case Leadership

  • Lead conversations with business, product, commercial, enterprise, network, IT, security, finance, and operations stakeholders to convert business ideas into practical mobile data use cases.
  • Translate business opportunities into technical requirements, solution options, cost estimates, implementation plans, KPIs, delivery milestones, and operational acceptance criteria.
  • Assess feasibility, financial impact, security impact, customer experience impact, operational complexity, and delivery risk for proposed business use cases.
  • Drive use cases from ideation through planning, business case approval, design, delivery, testing, launch, and post-launch benefit tracking.
  • Act as the bridge between business ambition and network/platform realisation, ensuring solutions are technically sound, financially justified, secure, and operationally sustainable.

 

7. Security, Risk and Compliance

  • Apply security-by-design principles across mobile data planning and delivery, including confidentiality, integrity, availability, accountability, authentication, authorisation, least privilege, secure access, network segmentation, and data protection.
  • Ensure mobile data solutions comply with internal security policies, change management processes, vulnerability management requirements, regulatory obligations, and operational governance.
  • Lead security assessment planning for new platforms and major changes, including vulnerability assessment, penetration testing coordination, risk review, remediation tracking, and secure production rollout.
  • Ensure proper management of privileged access, system accounts, logs, audit trails, asset inventory, software licences, patching, backup, restoration, and secure disposal where applicable.
  • Work closely with cybersecurity, network security, architecture, operations, vendors, and governance teams to manage risks and ensure secure implementation.

 

8. Project and Program Management

  • Lead complex mobile data engineering projects from planning to delivery, including scope definition, budget planning, solution design, procurement, vendor engagement, implementation, testing, commissioning, acceptance, documentation, and handover.
  • Manage project schedules, dependencies, risks, issues, resources, financials, governance forums, and executive reporting.
  • Ensure project delivery follows agreed scope, timeline, budget, quality, change management, security, and operational acceptance requirements.
  • Lead cross-functional project teams across network engineering, operations, IP, cloud, IT, cybersecurity, finance, procurement, vendors, and business units.
  • Drive timely decision-making, issue resolution, escalation management, and stakeholder alignment.

 

9. Stakeholder and Vendor Management

  • Act as a senior technical and planning interface for internal stakeholders, vendors, suppliers, and delivery partners.
  • Manage vendor performance, roadmap alignment, solution compliance, commercial discussions, technical escalations, support quality, and delivery commitments.
  • Influence stakeholders across business and technology teams to align priorities, resolve conflicts, and deliver outcomes.
  • Prepare and present technical papers, investment proposals, architecture options, risk assessments, financial summaries, project updates, and management recommendations.
  • Build trusted relationships with stakeholders by combining strong technical credibility, financial discipline, business understanding, and clear communication.

 

Skills for Success:  

  • Degree in Telecommunications, Electrical/Electronic Engineering, Computer Engineering, Computer Science, Information Systems, or related discipline.
  • 10 or more years of experience in mobile network planning, mobile data engineering, packet core, mobile core, service assurance, cloud-native telecom platforms, or telecom infrastructure delivery.
  • Strong domain knowledge in both 4G and 5G mobile data environments, including 4G VNF and 5G CNF architecture.
  • Experience in mobile core, packet core, EPC, 5GC, control plane, user plane, roaming, VoLTE, VoNR, IoT, slicing, probes, analytics, xDR, KPI monitoring, and service assurance.
  • Strong understanding of end-to-end telecom setup, including IP networking, routing, DNS, firewall, load balancer, data centre, cloud platform, virtualization, containers, orchestration, monitoring, and operational support.
  • Experience with GitLab, DevOps practices, CI/CD, automation, scripting, configuration management, and controlled software delivery processes.
  • Experience managing CAPEX, OPEX, budget planning, cost tracking, procurement support, business cases, and financial governance.
  • Strong project management experience, preferably with exposure to large-scale telecom platform delivery, vendor management, change management, and operational handover.
  • Good security knowledge across telecom networks, cloud-native platforms, access control, vulnerability management, patching, logging, network segmentation, secure change, and production risk management
