Job Summary


This position resides within the Transport Engineering team in IP Networks Engineering.

The Tenders and Contracts team is accountable to develop the sourcing strategies for technology solutions implemented in Optus transport network and life-cycle of the contracts as the ‘contract owner’.  The team is responsible to manage the RFX process, initiate and lead the Tenders, make recommendations and prepare the Award paper for approval by Procurement Committee (PC) or Business Unit Management Committee (BU-MC). The team is accountable to compile the commercial contracts for the awards and ensure that the respective planning team has valid contracts to procure the equipment or solutions to meet business requirements. Another key objective of the team is to conduct periodic price benchmarking with Suppliers and Group Networks Procurement (GNP) in order to drive maximum commercial benefit for existing and future solutions.


Key Responsibilities


Key accountabilities for this job role and requirements a job applicant must be able to satisfy include:

  • Tender Management – Accountable for successful tender award and management of the end to end tender process in accordance with Procurement guidelines
  • Negotiate, finalise and obtain approval for procurement contracts based on standard practices and within broad policy guidelines, while maintaining SingTel Group’s position in negotiations with challenging global suppliers
  • Maintain individual accountability for compiling required documentation
  • Prepare standard briefing and approvals for management and board papers concisely and accurately
  • Contract Management - work with stakeholders e.g. Legal, to resolve any issue evolve from the agreed contractual arrangements
  • Acquire and maintain knowledge of Optus’ networks, back office systems, technology, products, services and businesses and associated risks in order manage individual accountabilities


Experience and Qualifications


  • Tertiary qualifications in engineering, computer science, business or related discipline
  • PMI certification, Prince II, Agile and PMBOK also looked upon favourably
  • Practical knowledge of a relevant project management and delivery methodologies
  • Thorough understanding of the complete project management lifecycle and solution design
  • Technical knowledge of design, IT infrastructure and networks concepts
  • Ability to converse confidently at all levels of the organisation and externally with suppliers
  • Experience in managing a cross-functional team from various business areas
  • Excellent presentation and interpersonal skills, in dealing with stakeholders of all levels and various multi-discipline groups and teams
  • Demonstrate a willingness to take ownership of project solutions
