As a Senior Technical Specialist role, you will lead the technical delivery and drive platform roadmaps, capacity, and vendor governance. It requires expertise in mobile voice core technologies and involves both strategic leadership and hands on engineering across virtualised and containerised cloud native network functions.
Your day to day will consist of
- Develop and maintain core network platform roadmaps, architecture and evolution plans.
- Manage the preparation, execution and reporting of the Annual Operating Plan (AOP) activities and budget requirements. Prepare capital submissions to support planned network activities.
- Develop and maintain technical standards for mobile voice core network platforms and applications.
- Regularly review platform capacity to ensure utilisation does not exceed agreed Engineering thresholds, and that required capacity is delivered within the stipulated lead times, and as per forecasts.
- Ensure systems/platforms are planned, designed, deployed, operated and maintained to Optus’ business requirement, technical specifications and the relevant Optus design standards.
- Ensure all high-level designs are documented and updated on a regular basis.
- Liaise with IT for provisioning, charging and other supporting functions.
- Proactively liaise with appropriate technical support areas and management and drive resolution of major design, capacity and performance issues.
- Act as a prime technical interface with vendors and internal technical areas including T3 Engineering and Operations Tier 2.
- Manage system delivery programs including EWO/EO/PTW creation, contractor management and network equipment modelling and record updates.
- Document and manage equipment installations to ensure they meet Optus’ quality standards.
- Constantly review, develop and refine workflow or processes to drive operating costs down.
- Conduct regular cost reviews and management (RFI, RFT, benchmarking), Be aware of and negotiate competitive platform unit costs.
- Specify tender requirements, review Supply agreements and evaluate RFP responses and proposals.
- Raise purchase orders and create of statement works as required
- Ensure the group’s working environment is within the requirements of the Optus WHS policy and escalate appropriately to the manager.
- Facilitate and manage vendor platform governance meetings & relationship.
- Maintain and achieve network inventory benchmarks while coordinating equipment obsolescence.
- Specify network sparing requirements.
What makes you perfect for the role
- 10 years’ experience in mobile telecommunications across 4G and 5G. Both depth and breadth of technical experience is required. This should include extensive platform experience in one or more of the following areas: IMS Core, Core Signalling DRA/SCP, Application Servers etc.
- Experience with delivery and management of core network applications as VNFs and CNFs within a virtual network environment.
- Proven hands-on experience of platform roadmap, capacity management, lifecycle management and design of mobile core network.
- Experience in dealing with variety of Suppliers on commercial and contractual matters, non-delivery, new pricing proposals and SOW.
- Strong communication skills with ability to communicate at all levels of the organisation up to MD/VP level.
- Excellent leadership and management skills with an ability to think and plan strategically in driving the programs to meet the desired business outcomes.
- Business Acumen in understanding return on investment, NPV and P&L, Good conceptual thinking, research and reporting abilities.
- Risk management: Experienced in the identification, assessment, and oversight of technical risks – able to manage the risk not just the list.
