The Manager, Development will be responsible for the project development and management of new construction or A&A works for Singtel’s corporate buildings and engineering facilities. This individual will be responsible for oversight of engineers, architects and other consultants, budgeting, contract

administration, scheduling, and coordination with operations.

 

Responsibilities:

Prepare thorough due diligence and site feasibility analysis of regulatory requirements, entitlements and constructability for new development projects.

Participate in project RFP or scoping for new developments and A&A works, including developing high level budgeting and cost reduction initiatives while maintaining quality and
 productivity.

Work with construction team and design consultants to review technical aspects of the project and value engineer proposed design elements from an owner’s perspective in an effort to minimize cost and maximize overall project value.

Develope guidelines to facilitate and support best practice and standardization within the project team to ensure consistency.

Develop preliminary master project schedules and development budget estimates. Track and update project expenses and anticipated milestone deliveries throughout the progression of design and construction.

Serve as owner’s representative in developing and reviewing all contract documents with design professionals, contractors and other direct vendors. Make recommendations after careful review and analysis of bid responses ensuring scope of work is accurately covered in the submitted proposals.

Review and respond accordingly to any request for information and proposed change orders throughout the design and construction phases of the project. Maintain records of all written correspondence.

Review invoices against actual work performed ensuring that costs are within budget and approved contract amount.

Establish and administer regular meetings with project team throughout all project phases. Monitor the progression of work to meet quality standards while ensuring costs remain under budget and critical milestone deadlines are met.

Review and oversee all work in place and prepare weekly status reports on the progression of the project outlining schedule updates, budget status and key areas of concern.

Communicate project status to project participants and stakeholders throughout project to ensure critical components are not missed and risks are identified.

Develop final punch list items and coordinate all project closeout efforts with project team through final completion.
 

The ideal candidate should have/ be:

Bachelor’s degree or Advanced Degree in Building/ Construction Management, Engineering or Architecture, with Project Management and Real Estate experience a plus.

Minimum of 8 years of working experience in land development, construction, architecture or engineering.

Familiar with local planning and building codes, fire codes, energy codes, barrier codes, including local authority compliance and submissions processes, etc.

Proficient in Windows Operations Systems (Word, Excel, Power Point, Microsoft Project, etc.), AutoCAD and BIM.

Strong verbal communication, written and presentation skills.

Able to effectively prioritize, meet deadlines and multi-tasking in a fast-paced environment as well as a high level of initiative.

Ability to work well in a team environment.
