Manager, Development

Job Summary 

The Manager will be responsible for projects development involving feasibility studies, planning, design and management of new construction or A&A works for Singtel’s corporate buildings and engineering facilities. This individual will be responsible for oversight of engineers, architects and other consultants, budgeting, contract administration, scheduling, and coordination with operations.

 

Job Responsibilities 

  • Prepare thorough due diligence and site feasibility analysis of regulatory requirements, entitlements and constructability for new development projects, including Project Implementation Plan.
  • Conduct feasibility studies on potential development sites and evaluate associated development scheme to determine suitability for A&A or redevelopment.
  • Participate in project RFP or scoping for new developments and A&A works, including procurement of project consultants and contractors, developing high level budgeting and cost reduction initiatives.
  • Work with construction team and design consultants to review technical aspects of the project and value engineer proposed design elements from an owner’s perspective in an effort to minimize cost and maximize overall project value.
  • Developing guidelines to facilitate and support best practice and standardization within the project team to ensure consistency.
  • Communicate project status to project participants and stakeholders throughout project to ensure critical components are not missed and risks are identified.
  • Develop preliminary master project schedules and development budget estimates. Track and update project expenses and anticipated milestone deliveries throughout the progression of design and construction.
  • Serve as owner’s representative in developing and reviewing all contract documents with design professionals, contractors and other direct vendors. Make recommendations after careful review and analysis of bid responses ensuring scope of work is accurately covered in the submitted proposals.
  • Establish and administer regular meetings with project team throughout all project phases. Prepare weekly status reports on the progression of the project outlining schedule updates, budget status and key areas of concern.
  • Review and respond accordingly to any request for information and proposed change orders throughout the design and construction phases of the project. Maintain records of all written correspondence.
  • Review invoices against actual work performed and make recommendation on the payment certification to Consultants ad Contractors upon successful completion of works.
  • Develop final defect punch list items and coordinate all project close‐out efforts with project team through final completion.

 

The Ideal Candidate should possess the following: 

  • Bachelor’s degree in Building/ Construction Management, Engineering or Architecture, with Project Management and Real Estate experience a plus.
  • Minimum of 8 years of working experience in land development, construction, architecture or engineering.
  • Familiar with local planning and building codes, fire codes, energy codes, barrier codes, including local authority compliance and submissions processes, etc.
  • Experience in conducting various projects feasibility studies to determine site suitability for development and ability to recommend constructive mitigation solutions.
  • Proficient in Windows Operations Systems (Word, Excel, Power Point, Microsoft Project, etc.), AutoCAD and BIM.
  • Strong verbal communication, written and presentation skills.
  • Able to effectively prioritize, meet deadlines and multi-tasking in a fast-paced environment as well as a high level of initiative.
  • Ability to work well in a team environment.
