Responsibilities

Business Stakeholders Partnership Management

  1. Serve as procurement subject-matter-expert and identify and educate users on appropriate processes and applicable policies as required
  2. For each sourcing, provide advisory and operational support
  3. Actively engage end users through sourcing demand planning

 

Group Tender Management  

  1. Lead, Track and monitor the tender teams on the completion of tenders and direct sourcing activities
  2. Facilitate and plan all Group Networks demand forecasts, including tenders and direct sourcing
  3. Identify and develop Group Networks sourcing opportunities and strategies
  4. Develop clear alignment between Group Networks Technology & Procurement plans
  5. Lead in the value-creation workshop and negotiation meeting with Network users and vendors
  6. Review award adjudication (Bid adjudication & direct sourcing endorsement)
  7. Initiate and lead continuous improvement programs to increase procurement process efficiency and effectiveness
  8. Plan and execute communications plans to ensure accurate and timely flow of information to internal customers and stakeholders

 

Vendor Management & Sourcing Support

  1. Gather periodic feedback from working teams on vendors’ support and overall performance
  2. Organize and facilitate Annual Vendor Engagement & Award Recognition Program
  3. Facilitate and pre-qualify vendors for tender participation
  4. Vendor category management
  5. Setup & maintain a backend support system that is aligned across group Networks for both SG & AU
  6. Support in Price benchmarking & other related sourcing related initiatives.

 

The ideal candidate should have/be:

  • Bachelor degree from recognized educational institutions. Preferred disciplines include: Supply Chain, Engineering or Computing
  • Procurement and supplier management experience in information communication technology (ICT) industry
  • Experience and understanding of cost models and cost saving execution.
  • Proven understanding of any Telco domain, including Fixed Network, Mobile Network, IPTV, Transmission/Transport & IP technologies
  • Evidence of proven success managing telco suppliers and international contracts.
  • The ability to confidently interact, communicate and collaborate effectively with stakeholders across key business functions
  • Intermediate-level proficiency in Microsoft Excel
  • Maintain high personal and professional standards
  • Ability to work in a dynamic/fast paced environment, high level of autonomy
  • Excellent written and oral presentation skills
  • Strong negotiator & excellent attention to detail;
  • Proven willingness to challenge ‘business as usual’; curiosity to think ‘outside the box’ and passion for driving improvements. Ability to be creative to meet business needs, but also pragmatic and results oriented
  • Ability to adjust communications style to different audiences
  • Sound judgment and decision making amongst competing demands
  • Ability to relate well to a range of people at all levels
