We are seeking a Talent Acquisition candidate who will be responsible for owning end-to-end recruitment delivery and talent acquisition strategies across defined business domains within Singtel. The role partners closely with senior stakeholders and hiring leaders to translate workforce plans and business priorities into effective hiring solutions, providing market intelligence, strategic advisory, and data-driven recommendations. This position manages complex, high-impact and project-based hiring, including IT, Technology, Finance, and Corporate roles, while building sustainable talent pipelines and governing recruitment delivery through internal processes and external vendors. The role also drives operational excellence by establishing recruitment standards, optimising sourcing and hiring practices, analysing recruitment metrics for continuous improvement, and ensuring compliance with Singtel policies and local employment regulations, contributing to scalable and future-ready talent acquisition capabilities without direct people management responsibilities.

Talent Acquisition:
- Execute recruitment strategies to fulfil business hiring needs, with a focus on quality and speed.
- Provide strong advisory support to hiring managers for junior, mid and senior level roles, including IT & Tech roles
- Collaborate with business leaders to deeply understand talent requirements and proactively address hiring challenges.
- Regularly engage with business units and stakeholders, providing timely updates and innovative solutions for recruitment gaps.
- Stay abreast of market intelligence and integrate best practices and innovative recruitment methods into hiring strategies.
- Use multiple sourcing channels to attract diverse and high-calibre talent.
Sourcing Strategy:
- Build talent pipelines through deep engagement across digital platforms, talent communities, and recruitment campaigns.
- Strengthen partnerships with recruitment vendors and academic institutions to broaden reach.
- Support sourcing initiatives like internships, referral programs, and Singtel’s BIG Talent Marketplace.
- Representing Singtel at career fairs, campus hiring events, and external outreach activities to strengthen talent attraction and brand visibility.
- Collaborate with the Talent Attraction team to elevate employer branding, including employee stories, campus outreach, and recruitment marketing initiatives.
Operational Excellence:
- Manage the end-to-end recruitment lifecycle, ensuring a seamless candidate journey from sourcing to onboarding.
- Support the Talent Acquisition Lead in optimizing processes to improve efficiency, quality of hire, and time-to-fill.
- Analyse recruitment metrics and generate data-driven insights for continuous improvement.
- Ensure full compliance with recruitment policies, regulations, and employment law.
Skills for Success:
- Bachelor’s degree in HR, Business Administration, or related discipline.
- 8–10 years’ recruitment experience in large or complex organisations.
- Proven experience in hiring across IT, Technology, Finance, and Corporate roles.
- Strong stakeholder management and advisory capabilities.
- Experience in technology recruitment (software, infrastructure, networks, cybersecurity, data, digital).
- Exposure project-based or large-scale hiring in Finance, IT, Tech, or Telco industries.
- Solid understanding of the Malaysian talent market and recruitment channels.
- Demonstrated experience with career fairs, campus hiring, and employer branding.
- Ability to manage high-volume or complex hiring independently.
- Strong grasp of recruitment governance and local employment regulations.
- Analytical mindset with experience using recruitment metrics.
- Proficiency in ATS and MS Office tools.
- Professional, resilient, detailed, and solutions‑oriented.
- Flexibility to support ad hoc TA or HR activities as business needs evolve.
