Job Summary

 

The Field Cost Manager is responsible for the drafting/monitoring of the field AOP (Opex + Capex) budget including quarterly reviews and reforecasts. State managers must be consulted on state costs (including overtime; travel, training and staff capitalisation costs).

Cost management of the field network relocates, and damages budget is particularly important as it includes a CAPEX component coupled with recovery at margin of costs incurred. This requires a good understanding of the associated process and close liaison with the DART Leadhouse and state managers (and the state DART teams).

An understanding of field assurance and deployment functions coupled with sound financial budgeting knowledge and Optus SAP systems would be required.  Annual AOP budget plans must be drafted on behalf of the National Field Operations team using unit cost bottom up approach.  

 

We will consider applicants from interstate locations for this role on a case-by-case basis.

 

Key Responsibilities

 

  • Responsible for drafting/managing the outsourced Field R&M budgets (bottom up explaining variances/increases etc at unit cost and volume level) i.c.w the Operations Contract Managers. (who are accountable and own the budgets for their respective contracts)
  • Support the Operations Contract Managers to highlight pool spend consumption vs AOP and contract approved funding limits. (Performance to budgets)
  • Seek opportunities to reduce costs and deliver to tasking objectives
  • Assist in financial analysis of the relevant NFO R&M OPEX budgets and provide recommendations to the Director
  • Liaise extensively with the Finances team during quarterly reviews/reforecast (CO3/CO6/CO9); management of monthly accruals etc
  • Develop benchmark unit costs associated with work that the Field team is responsible for – liaise with stakeholders from the Field team and Finance to establish/maintain these benchmarks.
  • Where applicable seek to integrate these standard costs into the DART database for automated budgeting/costing of DART work
  • Provide input to field operations contract managers during sourcing events on pricing models and baselining of costs.
  • Provide consulting/coaching to the field operational contract managers especially in the areas of sourcing strategies, vendor landscape and strengths/weakness; scope definition, pricing models.
  • Actively develop/maintain a landscape of potential field suppliers of key field services for consideration in future sourcing events. Support the director to maintain relationships with potential Field services suppliers.
  • Participate as required in tender events

Experience and Qualifications

 

Formal tertiary qualifications (e.g. diploma or bachelor’s degree)

3+ years’ experience in the management of budgets; material/spare/asset management

Exposure to sourcing events and participation in tender processes, scope development, evaluation etc

Demonstrated managerial competence and achievements

Strong analytical ability

General commercial and financial expertise

Commercial acumen/business awareness along with demonstrated advanced skills on financial management, contract management and budgeting

Clear understanding of the key drivers, influences and processes associated with building and operating networks

Detailed understanding and business knowledge of operations and platforms within assigned functional/contract area.
