The Manager, Portfolio Management, Consumer & Business Segment IT (CBS IT), acts as the trusted strategic business technology partner for Consumer & Business Segment (CBS) on all IT related matters. This role is part of Singtel Singapore IT that focuses on aligning projects and resources with business goals, ensuring that the portfolio of initiatives delivers maximum value for CBS, and adds value by assessing business needs from CBS and adapting with innovative technologies and capabilities to ensure optimal alignment between CBS business priorities and IT strategic focus.

Business Partnering
- Act as strategic interface between IT and assigned business units, accountable for achieving business outcomes
- Build and maintain strong relationships, understand business needs and expectations, and work to ensure those expectations are met
- Support development of business unit’s strategy, plans and priorities by providing relevant inputs and understanding of existing and emerging technologies, applications and trends
- Support proposal of new ideas to business which shall transform business operations, reduce operating cost and/or generate profitable revenue
- Function as IT’s advocate, marketer and communicator by developing a good understanding of the current and planned IT architecture, applications, technologies and solutions that support business
Stakeholder Management & Communications
- Engage and communicate with stakeholders, including senior project stakeholders and sponsors, to achieve business outcomes
- Manage program business outcomes rather than purely managing the program process
- Facilitate and collaborate with cross-functional teams to solve diverse technical and business issues
- Exhibit high levels of thought clarity, presentation and communication skills
Portfolio Planning and Management
- Support in project portfolio planning and management for assigned business units and within CBS IT Division
- Coordinate and facilitate cross-functional business and IT teams in the assessment of initiatives to establish requirements, high-level solution, cost estimates and delivery duration for business case viability
- Collaborate with key business stakeholders, project sponsors and different IT domain leads to oversee delivery of end-to-end IT solution, including resolving escalated issues and disputes while achieving business outcomes
- Ensure smooth transition and provide support to delivery teams for approved initiatives
- Monitor and ensure relevant Service Level Agreements are met and work on improvement plans when necessary
- Support high-impact content generation and prepare regular management reports and presentations for senior leadership team
Budgeting and Financial Management
- Support CBS and IT teams in running and managing Annual Operating Plan (AOP), including but not limited to logistics support for AOP preparation, collating and fact-checking submissions of presentation materials from internal stakeholders and then, integrating the submissions into a coherent presentation flow and refining the AOP presentation to senior leadership team
- Support in the coordination, managing and running of key internal events and workshops to facilitate strategic planning
- Manage capital and operational budgets to deliver maximum business value within financial and operational constraints, and provide cost transparency to business
- Prepare monthly financial reports for budget forecast review and budget variance explanation at CBS IT Division, project and product-oriented delivery squad levels
- Deliver financial submissions and updates to sponsors and senior stakeholders in accordance with Singtel capital management processes
Skills for Success:
- Tertiary qualification in IT, business management, product management or equivalent experience
- At least 5 years of IT Project Management, Business Program Management, Product Development and/or Account Management experience
- Experience in a customer-facing role with ability to manage senior stakeholder relationships within similar organisations
- Effective relationship building with good interpersonal skills to establish and maintain close working relationships across all levels
- Experience in strategic planning and execution
- Ability to coordinate business and IT transformation initiatives involving cross-functional teams
- Excellent budgeting and financial management skills, showing attention to detail
- Proven problem-solving and analytical skills
- Good presentation skills to convey ideas and engage stakeholders
- Good knowledge of project and software delivery life cycle and challenges involved
- Flexible, ability to perform in ambiguous situations, and adapt as business evolves
