We are seeking for Procurement Manager – Enablement & Governance Act to act as the central governance and enablement lead for Group Procurement across the Singtel Group, driving consistent policy application, robust compliance, and continuous improvement. The role partners with business units, OpCos, and corporate functions to support effective procurement outcomes while safeguarding governance, risk, and control standards in line with Singtel’s Group requirements.

 

Make an Impact by:

 

1. Procurement Enablement & Governance

  • Execute and operationalise Group Procurement policies, standards, and internal controls across GBS-delivered procurement activities.
  • Serve as the primary operational enablement contact for GBS procurement teams on policy application, SOP usage, and system control requirements. 
  • Maintain and update GBS procurement SOPs, work instructions, templates, and reference data in line with Group-approved policies and version control standards. 
  • Provide first-level guidance on standard procurement scenarios; document issues and escalate non-standard cases or policy exceptions to Group Procurement/HQ. 
  • Track and monitor compliance metrics, SLA performance, and control effectiveness for GBS-executed procurement processes, highlighting gaps and supporting corrective actions. 
  • Coordinate preparation of audit evidence, transaction samples, and operational data for Internal Audit, Group Risk, and related reviews (no independent assurance sign-off). 
  • Deliver procurement training, refresher sessions, and enablement materials for GBS users and business requestors to support consistent policy understanding.

 

2. GBS Spend Analytics, Insights & Performance Reporting 

  • Support spend analytics, dashboard preparation, and data validation activities using data from ERP, sourcing, and procure-to-pay systems.
  • Assist in tracking and reporting key operational procurement KPIs, including compliance rates, SLA adherence, cycle times, automation rates, and contract coverage.
  • Support preparation of management reports and operational insights for Group.

 

3. Procurement Transformation & GBS Process Excellence 

  • GBS Process Improvement & Change Support.
  • Support GBS-led and Group-led procurement transformation initiatives, including P2P digitisation, workflow standardisation, and automation adoption. 
  • Assist with identification of process gaps, pain points, and improvement opportunities within approved governance frameworks. 
  • Support change management activities, including communications, training coordination, adoption tracking, and post-implementation reviews.

 

4. Stakeholder & GBS Relationship Management 

  • Act as a key operational interface between Group Procurement, GBS Shared Services, and business users on governance and enablement matters. 
  • Support alignment of expectations, escalation pathways, and accountability between Group Procurement and GBS teams. 
  • Promote a consistent and efficient procurement experience for GBS-supported business users.

 

5. Capability Building & Governance Maturity Uplift 

  • Support capability-building initiatives for GBS procurement teams and business requestors through training materials, FAQs, and self-service content. 
  • Assist in tracking improvements in compliance outcomes, governance maturity, and GBS operational effectivenes.

 

Skills for Success:

 

  • Bachelor’s degree in Business, Supply Chain, Sustainability, Procurement, or related field.
  • 4 years of relevant working experience in procurement operations, governance, sustainability reporting, or shared services.
  • Exposure to procurement systems (e.g., SAP, Ariba), LMS platforms, and sustainability reporting tools is an advantage.
  • Strong proficiency in data extraction,transformation, and data entry.
  • Advanced Excel skills; experience with data visualization tools is a plus. 
  • Excellent attention to detail and analytical skills. 
  • Strong communication skills and ability to work collaboratively across teams.
  • Procurement System & Tools: SAP Ariba, SAP MM, or other enterprise procurement systems (for PR/PO visibility, vendor management, etc. Experience with e-Sourcing, e-Tendering, or contract lifecycle management platforms is a plus.
  • Learning Management System (LMS) Administration: Basic familiarity with administering e-learnings or tracking completions using systems.
  • Data Management & Reporting: Proficient in Microsoft Excel (pivot tables, lookups, charts, and basic formulas). Able to manage data templates, consolidate inputs from multiple stakeholders, and support sustainability reporting dashboards. Exposure to Power BI or similar reporting/visualisation tools is advantageous.
  • Document & Process Management: Experience creating and maintaining SOPs, process maps, and training materials (e.g., using Word,, PowerPoint). Ability to manage document version control and support audit-readiness documentation. 
  • Sustainability Reporting Knowledge (Preferred): Understanding of sustainability-related metrics and frameworks. Familiarity with supplier sustainability assessments, human rights declarations, and ESG-related documentation. 
  • Communication & Coordination Tools: Proficient in using collaboration platforms like Microsoft Teams, SharePoint, and Outlook for cross-functional coordination. Able to use scheduling tools and shared drives effectively for workshop logistics and material distribution.
