Main Job responsibilities:

  • Practice Management:
    • Lead and build a community of professionals who specialise in managing technology services implementation programs or projects. Recruit, manage and keep skilled individuals in a demanding and dynamic environment. 
  • Lead a Practice Management Office that provides Portfolio, Delivery and Centre of Excellence (COE) functions in Portfolio, Program and Project Management. Elevate its maturity level from the existing to desired state via the P3M3 model. Develop and implement people and business transformation plans within the practice in alignment with the strategic thrusts of NCS and NCS Infrastructure as a Service Organisation.
  • Enhance and strengthen the Project Management (PM) Governance and Assessment Framework to cover quality of Practice Managers who manage Project Managers’ capabilities and assignments. Continue growing and flourishing the PM Community of Practice (COP); creating and implementing an effective PM Knowledge Management System (KMS) blueprint; and further developing project quality and reporting management capabilities and methods to include standard templates and automation for work breakdown structures of different project types e.g., Design & Build, Transition & Transformation, Service Development, Data Centre Facility Management and Fit Out. 
  • Play a dominant role in the journey to extend the current practice from Portfolio, Program and Project Management to IT Service Management. 
  • Project Directorship:
    • Assume the Project Director role and lead others in mega projects which are strategic or mission critical. 
  •  Build relationships. Communicate with internal and external stakeholders at different levels including upper management.
  • Manage stakeholders’ expectations and facilitate discussions across high risk and high complexity situations or under constrained timescales.
  • Maintain high level of customer satisfaction.
  • Manage crisis by providing quick workaround solution to customers/stakeholders.


The ideal candidate should possess:

  • Bachelor’s Degree in Computer Science, Information Technology or Engineering
  • Experience in Project Management, Team Management, Customer and Stakeholder Management, IT Infrastructure Management (Design, Build, Operate and Transfer)
  • Project Management e.g., PMP or PRINCE2 Practitioner
  • Program Management e.g., Pg.MP or MSP Practitioner or P3O Practitioner
  • Process and Quality Improvement e.g., ISO20K 
  • Portfolio Management and Strategic Management and Planning
  • ITILv4 or v3 e.g., Foundation, Specialist, Strategist, Managing Professional, Leader, Strategic Leader etc.
  • IT Service Management and Site Reliability Engineering
  • Strong Communication skills
