The Singtel Group is Asia's leading communications group providing a diverse range of services including fixed, mobile, data, internet, TV, infocomms technology (ICT) and digital solutions. The successful applicant will be joining Group IT as an Agile Tribe Lead based in Singapore. 

 

Key Responsibilities:

  • Setup the Tribe-squad model for BSS systems co-development with Vendor
  • Run the Tribe-squad setup across stages of Ideation, Scoping, Development and Delivery as per agreed process and metrics
  • On-boarding of new squad members and related agile skills development
  • Own the Agile related processes and oversee their execution as well as improvements based on retrospectives.
  • Work with the relevant sub-domains (Home, Mobile, MEC, Billing) teams to source resources for various squads. Identify and highlight resourcing issues and suggest ways to handle/mitigate.
  • Manage capacity of the Agile Release Train and ensure proper resourcing (right skill and right size) internally and from vendor to maintain agreed capacity
  • Tribe Backlog and Capacity Management: Manage the Ideation and Scoping process closely with Business and IT Product owners, Solution Designers and Vendor to ensure that business initiatives in pipeline undergo proper feasibility analysis, scoping and release planning having considered business priorities and Tribe capacity including any scalability considerations
  • Propose Items that need to be treated as an exclusion to the Agile approach with justification to management for approval.
  • Work with Director for setting up Offshore Development Center including the hiring, oversight and processes related to it
  • Monitor and report Agile Co-dev related KPIs and suggest and execute corrective action as needed.
  • Oversee setup and execution of the CI-CD setup as part of the Co-dev setup including processes across Singtel and Vendor environments
  • Work closely with Singtel Agile coaches for adoption of best practices and aligning the BCC Agile Tribe practices accordingly.
  • Adoption and Implementation of relevant Tools as part of the Agile co-dev process.
  • Determine right size and right mix of skills for each squad
  • Work closely with Test Management Office in the implementation of the co-dev practices and support them to achieve the common KPIs.
  • Act as a trusted business partner in terms of advising them on the upcoming initiatives with respect to feasibility, decomposition into MVS, release planning, solution options, capacity utilization etc
  • Report to Management on metrics and performance and any escalations related to Agile co-dev.

 

The ideal candidate should have: 

  • Bachelor’s degree preferably in Science stream
  • Around 15 years in solution and delivery of Telecom BSS/OSS systems with at least some experience in Agile co-dev
  • Telecom BSS/OSS Solution and Integration
  • Development background in BSS products
  • Experience working in Agile environment
  • Strong communication and stakeholder management skills
  • Proactive and on top of things
