Key Responsibilities:

•    Supervise and oversee the Managing Agent in the provision of property management services to SingTel premises and tenanted space.
•    Assess the performance of the Managing Agent and submit performance assessment report to Senior Manager / Manager (Facilities) for endorsement on a monthly basis.
•    Prepare and certify the payment of Managing Agent’s fees on a monthly basis.
•    Convene monthly operation meeting involving the Managing Agent and the Security Agent.
•    Assist the Senior Manager / Manager (Facilities) in calling the tender for the appointment of Managing Agent.
•    Check and verify the Annual Master Maintenance Schedule prepared by the Managing Agent before submitting to Senior Manager / Manager (Facilities) for approval.
•    Check and ensure that the Managing Agent carries out the maintenance works and activities in accordance with the approved Annual Master Maintenance Schedule.
•    Check and verify scheduled servicing works done and monitor the follow-up actions by the Managing Agent, where required, to ensure that all building M & E systems are properly maintained in a serviceable and operational condition at all times so as to maintain the committed service levels.
•    Verify Repair and Improvement Works (including cost estimates) proposed by the Managing Agent and seek the necessary approval in accordance with the prevailing financial guidelines to carry out the Minor Works.
•    Ensure that complaints from users and tenants are promptly attended to by the MA.
•    Conduct site inspections to ensure that works are properly carried out.
•    Ensure that all architectural, structural and M & E services as-built plans including Operation and Maintenance Manuals are updated and maintained promptly and properly.
•    Ensure that all statutory licenses such as Lift Certificates, Fire Certificates, etc. are obtained and renewed on time.
•    Escalate any breakdowns in services, such as power outages, air-con breakdowns, etc. and any crisis that threaten normal operations such as fire, security breaches, etc. to Senior Manager / Manager (Facilities) and ensure that the Managing Agent attends to the breakdown / crisis promptly and accordingly.
•    Vet renovation proposals / plans including power applications submitted by users / tenants before submitting to Senior Manager / Manager (Facilities) for approval and ensure that approval from the authorities, where required, such as Fire Certificates etc. are obtained.
•    Vet all tender and contract documents and technical specifications prepared by Managing Agent to ensure that operational and contractual requirements are met and that financial guidelines are complied with.
•    Assist the Senior Manager / Manager (Facilities) with Sourcing of Bids approval for the calling of quotations / tenders and facilitate the quotation / tender evaluation and adjudication process including the preparation of quotation / tender adjudication approval papers.
•    Assist the Senior Manager / Manager (Facilities) with the Wavier of Competition approval for the engagement of specialist contractors / suppliers including the preparation of WOC approval paper.
•    Ensure that maintenance term contracts are renewed at least one month before contract expiry or before the exhaustion of fund for the contract, whichever comes first.
•    To prepare and certify Service Orders and Service Entries on time for works done and ensure prompt certification of works completion by the Managing Agent.
•    Assist Senior Manager / Manager (Facilities) in preparing annual operation and capital budgets.
•    Monitor operation and capital expenditures and explain any variances and ensure that accruals for expenditures are done on time for works done.
•    Conduct regular audits to ensure that the Managing Agent keeps proper financial records of all transactions.
•    Assist the Senior Manager / Manager (Facilities) with the review of fire-safety programmes, fire evacuation plan etc.. prepared by the Managing Agent’s Fire Safety Manager (FSM) to ensure compliance with the Fire Codes.
•    Oversee the implementation of fire-safety programmes, fire evacuation plan, etc. by the Managing Agent.
•    Oversee the conduct of fire drills by the FSM.
•    Ensure that the Managing Agent conducts proper handing / taking over of tenanted premises.
•    Coordinate with the Managing Agent to enforce Tenants’ covenants stipulated in the lease agreements, such as payment of utilities and rental charges, re-possession of premises, usage of common areas, putting up of signages, renovation / refurbishments etc..
•    Raise billing advices promptly to Credit Management for utilities and rental charges.
•    Monitor the status of security and renovation deposits and where required, seek the necessary approval to refund such deposits upon lease expiry or upon completion of renovation works.
 

Requirements:

    Diploma in Mechanical or Electrical Engineering.
•    At least 1-2 years in building and facilities management cum maintenance.
•    Experience in WSH planning and implementation. Those with Fire & Safety Management certification would be advantageous.
•    Good written and communication skills.
•    Able to use MS Office (e.g. Words, Excel, PowerPoint)
•    Team-player with positive attitude.

•    Hands-on with ability to multi-task in a fast moving and rapidly changing environment.
•    Able to collaborate in a team to maximise teamwork and be empowered to work independently.
