Senior Manager, IT Procurement

The Senior Manager, IT Procurement is responsible for procurement relating to Group IT expenditure with suppliers for goods and services and will develop and execute the Procurement strategy to deliver the strategic and operational objectives.

 

A deep understanding of global sourcing and procurement operations/business challenges and the ability to translate them into solutions is critical.

 

Responsibilities:

 

Category Management and Sourcing

  • Pro-actively engage business stakeholders and Finance team to identify sourcing and savings opportunities to leverage spend across the Singtel group.
  • Develop category strategies through spend analysis and partner with key business stakeholders to drive strategic sourcing to address emerging business needs.
  • Rationalise supplier base and develop preferred supplier panels where required.
  • Provide market knowledge, intelligence and expertise while working closely with business stakeholders and suppliers.
  • Build and maintain strong internal and external relationships to meet strategic procurement outcomes
  • Drive cost savings from strategic sourcing (tenders, reverse auctions etc) and other procurement levers.
  • Lead strategic supplier negotiations.
  • Drive contract negotiations with suppliers with support from key stakeholders
  • Ensure effective implementation of Procurement contracts
  • Manage purchase risk through risk assessments, supplier performance evaluation and manage issues for escalation.
     

Governance, Process improvement and Procurement Operations

  • Enforce governance to procurement policy throughout the procurement cycle.
  • Guide training programs and development activities for the development of knowledge base across the broader Group IT team, to strengthen the overall capability of IT stakeholder on contractual and sourcing strategies and activities.
  • Support projects on continuous improvement relating to policies, supplier relationships and contracts/agreement/price lists

 

The ideal candidate should have/ be:
 

  • Relevant degree
  • 10 years’ experience in a procurement sourcing role
  • Comprehensive understanding of Source to pay process.
  • Possess a strategic focus with the ability to analyse, formulate and implement procurement strategies to significantly reduce costs
  • Ability to function pro-actively and independently at a senior company level and create a plan to obtain senior management buy-in by consensus
  • Negotiation skills with vendors and ability to manage sensitive commercial negotiations
  • Excellent organisational skills, ability to prioritise and manage competing priorities, including suppliers
  • Results orientated with an attention to detail and accuracy
  • Demonstrates Singtel Values and behaviours
  • Strong team player with good interpersonal skills
