The Senior Solution Designer (Payroll SME) – Corporate HR Systems is responsible for designing, implementing, and supporting enterprise payroll solutions across cloud-based HR platforms within the Singtel Group. As the Subject Matter Expert (SME) for payroll technology, this role will drive solution architecture, system enhancements, and operational excellence while ensuring payroll systems remain scalable, secure, compliant, and aligned with business objectives.

The incumbent will work closely with HR, Finance, IT stakeholders, and external vendors to deliver reliable payroll solutions, maintain high system performance, and support continuous improvement initiatives across payroll and HR systems.

  • Design and deliver payroll solutions aligned with business requirements across SaaS and cloud-based HR platforms
  • Drive standardization and adoption of best practices across payroll processes and system implementations
  • Provide primary support for payroll systems, including payroll cycles, integrations, data validation, and statutory configurations
  • Manage payroll system configurations, ensuring system stability, data accuracy, and compliance with local statutory requirements
  • Lead system enhancements and change initiatives, including SIT/UAT coordination, documentation, and release management
  • Perform root cause analysis and resolve complex payroll system issues while driving continuous improvement initiatives
  • Act as the key liaison between HR, Finance, IT stakeholders, vendors, and external partners to ensure successful solution delivery
  • Support HR system upgrades, maintenance activities, penetration testing, and audit requirements
  • Contribute to application strategy, roadmap planning, and technology enhancement initiatives
  • Stay updated with payroll technologies, SaaS platforms, and emerging trends to improve payroll system capabilities and performance

 

 

Skills for Success

 

  • Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related discipline
  • Minimum 8 years of experience in IT consulting, HRMS, or payroll system delivery, with at least 5 years of hands-on payroll system experience supporting Singapore Payroll
  • Proven experience in at least 2 full-cycle payroll system implementations
  • Strong expertise in payroll processing, payroll schemas, tax calculations, payroll replications, and off-cycle payroll runs
  • Strong understanding of payroll statutory compliance and payroll regulations
  • Experience with cloud-based HR and payroll technologies
  • Strong knowledge of payroll integrations and data management practices
  • Excellent analytical and problem-solving skills with high attention to detail
  • Strong stakeholder management, communication, and collaboration skills
  • Experience managing vendors and coordinating across cross-functional teams
  • Ability to manage multiple priorities in a fast-paced and dynamic environment

 

Good to Have

 

  • Relevant certifications in HRMS, payroll systems, or cloud technologies
  • Program or project management experience
  • Experience supporting payroll transformations or HR technology modernization initiatives
  • Exposure to security, audit, and compliance activities within HR systems
