The role is accountable for the architecture, support, design, delivery, and integration of Customer Care and Billing Systems for Singtel. And is accountable for taking marketing/business requirements and Architecture designs, and translate them into cost-effective, functional, and operational design specifications (with cost and schedule associated) and work/negotiate with Vendor to deliver the solutions all the way through into post go-live.


Given the nature of the Technologies in this domain, this role plays a strategic function in enabling Singtel to materially reduce costs and improve service quality.  The candidate has to ensure that the vendor delivers solutions that are flexible, extensible and meets functionality, operational and scalability requirements


The candidate must be able to work in a large, complex and dynamic environment, have strong architecture skills and ability to drive delivery of small to complex business initiatives. The candidate will be working with a range of different third party vendors and thus requires having strong influential and vendor management skills to drive positive outcomes.


Stakeholder Management

  • The candidate must be able to present, partner with and influence Executive Management (Director, VP).
  • A high level of focus is placed upon providing outstanding Customer Experience as well as building trust and working relationships across the entire SingTel Group IT organisation.


Technical Skills

  • The role requires experience in evaluating and managing technical, business and commercial issues and risks and the associated complexity.
  • Core attributes required of the role include a thorough understanding of Applications Development and Delivery lifecycle as well as the enablement and convergence of Telecommunication Services.
  • A particular strength required of this role is a deep working understanding of the Billing and Customer Care business functions.
  • A core focus of the role will be to develop greater internal capability to lead and architect innovative solutions while working with technology partners to execute the delivery these solutions. This role requires a very strong ability to orchestrate outsourced delivery.
  • Knowledge of NetCracker OSS applications and Amdocs CES applications will be an added advantage.



  • Tertiary education with Degree in Computer Science, IT, software or computer engineering fields or equivalent.
  • Minimum 3 years of relevant IT experience, preferably with Telco experience
  • Experience in communicating and influencing at senior management
  • Experience in managing multiple business stakeholders and vendors
  • Strong understanding of architectural principles and industry standards
  • Experience in delivery in a complex and high pressure environment
  • Strong customer focus with a commitment to delivery of quality services
  • Strong vendor management experience with successful track record of driving to an outcome
  • Knowledge of telecommunication systems, technical and engineering concepts as well as business operations and processes.
  • Ability to keep abreast of the new technologies with a view of implementing them to increase productivity and efficiency of the organization.
  • Demonstrable background in the design, implementation, measurement and tracking of operational key performance indicators
  • Detailed understanding of the end-to-end software life cycle, operational and support procedures and processes
  • Proven track record of conceptual / strategic thinking ability
  • Possess excellent communication, collaboration, presenting and influencing skills, particularly in liaison with internal & external service providers and senior leadership
  • Display leadership in action – self directed and motivated; able to influence team to achieve project milestones

  • Possess the ability to exercise independent and effective judgment
