Make an Impact by:

Programme Leadership & Execution

• Lead end-to-end oversight of a large-scale, complex technical programme with multiple interdependencies.
• Ensure programme milestones, deliverables, and timelines are closely tracked and achieved.
• Identify risks, issues, and dependencies early, and drive mitigation strategies.
• Maintain strong governance and execution discipline across all workstreams.

Stakeholder Management & Alignment

• Partner closely with Vice Presidents within the CTO office to align on priorities, direction, and execution.
• Engage and influence senior stakeholders across Group Functions and senior management.
• Act as a central coordination point to ensure cross-functional alignment and decision-making.
• Navigate ambiguity and conflicting priorities to maintain forward momentum.
• Programme manage vendors to ensure on time delivery and business impact assessment. 

Reporting & Insights

• Develop and deliver regular, high-quality programme reporting for executive audiences.
• Translate complex technical and operational data into clear, actionable insights.
• Provide forward-looking analysis, highlighting risks, trends, and opportunities.
• Ensure transparency and accuracy in programme status and performance metrics.

Governance & Communication

• Establish and maintain programme governance frameworks, including cadence, forums, and escalation paths.
• Drive structured communication across all levels of the organisation.

Continuous Improvement

• Identify opportunities to improve programme delivery, reporting quality, and stakeholder engagement.
• Implement best practices in programme management and governance.

Business Planning

• Understand the operational business objectives and goals, define the ways to enable them, establish the business case and translate these ideas into a transformation strategy and consolidated roadmap which reflects business priorities.
• Lead the coordination and work across Singtel Singapore Networks on the development of the near-term and longer-term transformation strategy and roadmap, ensuring its integration with the overall Group Technology & Networks strategy and vision.
• Manage, integrate, and align information from multiple sources into actionable insights
• Collate business plans and Key Performance Indicators (KPIs) for Singtel Singapore Networks.
• Support CTO in fostering a culture of innovation, accountability, inclusion and continuous learning.

Skills For Success:

• Bachelor’s degree in Engineering, Telecommunications, Computer Science, or related field.
• 12 to 15+ years of progressive leadership with strong exposure to Networks.
• Proven track record managing complex, large-scale cross-functional Networks programmes.
• Extensive experience in programme management, preferably across planning and business planning/performance management within a CTO or technology function.
• Track record of driving cross-functional initiatives, operational efficiency, and cost optimisation.
• Experience working closely with CTO organisations, engineering teams, and operations teams.
• Experience working with senior leadership (e.g., CTO, VPs) and operating in matrixed organisations without direct authority.
