Position summary


As a Transformation Architect with Gov+, you will drive NCS’ vision and investments that supports our strategic business goals for Singapore public service.


You will contribute to the development and implementation of the long-term technology roadmap in the public service business domain. With your insights and knowledge of the industry, you will design and create the most appropriate architecture and day-to-day technical leadership in complex project(s). This is done by providing tailored and customised business and technology solutions suitable for the key clients.


Beyond looking at improving the IT infrastructure and optimising business operations for integrating information applications and programmes for the key clients, you are also responsible for cataloging, developing, coordinating, communicating, maintaining and enforcing overall enterprise architecture models, representations, initiatives, capabilities and components to ensure that they key client’s business and technology activities are at optimal performance.


To be successful for this role, you need to be an expert in architecture solution, performance engineering and enterprise architect practices spanning application, date and technology architectures.


Othe responsibilities include:

  • Providing technical leadership in the areas of architecture solutioning and performance engineering for key clients in the specified industry
  • Maintaining control over the architecture throughout the entire software development lifecycle by administering critical adjustments to the architecture to ensure desired results are achieved
  • Involving in requirement analysis phase to ensure the implementation feasibility of functional specifications. Highlight requirement gaps, disproportional construction efforts, technical challenges, and other issues to business analyst teams.
  • Developing the Technical Design Specification (TDS)
  • Partnering the Client Delivery Lead, and Solution Managers and Project teams from Lines of Business (LOBs) to engage customers as subject matter expert to explain the rationale of architecture selection, or other technical issues.
  • Ensuring best practices, frameworks and re-useable components are employed in the project.
  • Defining system-level application architecture for key clients, which include high-level design, architectural policies and principles, design and programming guidelines, implementation risks and mitigation measures, software development and integration strategies, software configuration controls, etc.
  • Advising and recommending enterprise architecture strategies, processes and methodologies most suitable for the key clients
  • Sharing best practices, lessons learned and constantly updates the technical system architecture requirements based on changing technologies, and knowledge related to recent, current and upcoming vendor products and solutions
  • Identifying implementation risks and analyses potential impact on the enterprise and on the achievement of scheduled objectives


The Ideal Candidate Should Have/Be:

  • Degree in Computer Science / Computer Engineering / Information Technology related field, or IT equivalent.      
  • More than 15 years of experience in a technical role with responsibilities that apply in-depth knowledge of architectural principles and design.
  • Broad and deep knowledge in current IT technologies with proficiency in Java-related technology specification and standards
  • Working knowledge of DevOps software development tools and methodologies.
  • Possess design thinking skillsets; certification in appropriate technologies a plus. Acumen in new digital technologies, e.g. blockchain, RPA, microservices
  • Result-oriented, dedicated, hardworking, and can work independently while also working under pressure to deliver on time with a high level of integrity, sense of urgency, attention to detail, and quality standards.
  • Good communication and interpersonal skills combined with strong problem-solving capabilities and the ability to learn.
