The Associate Director, Project Management is a senior leadership role responsible for end-to-end delivery of the IT Transformation Project — a large-scale, multi-year transformation initiative within Singtel IT.
This role will lead the overall program strategy, governance, execution, and stakeholder alignment across business and technology domains. The incumbent is accountable for delivering the program within approved scope, budget, timeline, and quality standards, while managing enterprise-wide risks and driving sustainable transformation outcomes.
The role requires strong executive presence, deep program governance expertise, and the ability to lead cross-functional teams in a complex, highly interdependent environment.

Program Leadership & Strategy
- Define and drive the overall IT Transformation program roadmap aligned to business and IT strategy.
- Establish clear milestones, delivery phases, and measurable outcomes.
- Ensure alignment across technology, business, operations, finance, and external partners.
Governance, Risk & Control
- Establish robust program governance structure, reporting cadence, and decision forums.
- Manage program financials including budgeting, forecasting, and cost controls.
- Proactively identify, assess, and mitigate program risks and interdependencies.
- Ensure compliance with Singtel IT standards, regulatory, and audit requirements.
Delivery Oversight & Execution
- Lead multiple workstreams and delivery leads across internal and vendor teams.
- Ensure integration across systems, platforms, and business processes.
- Drive disciplined execution through structured planning and milestone tracking.
- Remove roadblocks and resolve cross-functional conflicts.
Stakeholder & Executive Management
- Serve as the primary escalation point for senior executives and steering committees.
- Build strong partnerships with business leaders and IT domain heads.
- Communicate program progress, risks, and trade-offs clearly and transparently.
Change & Transformation Leadership
- Drive organisational readiness and adoption of new systems/processes.
- Collaborate with change management teams to ensure effective communication and training.
- Foster a culture of accountability, agility, and continuous improvement.
Skills for Success:
- Bachelor’s degree in Information Technology, Engineering, Business, or related discipline.
- 12–15+ years of experience in large-scale IT program delivery.
- Proven track record managing enterprise transformation programs (> multi-million budget, multi-year).
- Experience leading cross-functional and geographically distributed teams.
- Strong experience in stakeholder management at senior executive level.
- Deep expertise in program governance frameworks and delivery methodologies (e.g., Waterfall, Agile, Hybrid).
- Strong financial acumen (budget management, business case tracking, benefits realisation).
- Strong risk management and dependency management capabilities.
- Excellent communication and executive presentation skills.
- Strong negotiation, influencing, and conflict resolution skills.
- Ability to operate effectively in high-pressure, ambiguous environments.
